1. Hays — the volume machine
Hays is the largest specialist recruiter operating in Germany, and its Berlin office covers IT, engineering and commercial roles at every level. The scale is the point: huge candidate databases, established contractor networks, and processes that work well when you need ten similar profiles fast.
The trade-off is calibration. For a senior or ambiguous role — a first Head of Engineering, a founding account executive — the volume model tends to produce quantity over fit. Best for: scale-ups and corporates with standardised roles and high hiring volume.
2. Michael Page — the broad generalist
Michael Page's Berlin practice spans tech, sales, finance and executive search under one roof, which makes it a convenient single supplier for companies hiring across functions. Consultants are organised by discipline, so you usually get someone who at least speaks the language of the role.
As with most large generalists, the experience depends heavily on the individual consultant. Best for: mid-to-senior permanent roles where you want one agency relationship across several departments.
3. Zero to One Search — the boutique specialist
Full disclosure: this is us, and we placed ourselves third because the two firms above genuinely outperform us on volume and breadth — and we outperform them where seniority and calibration matter.

The honest answer is that the best agency depends on the role, not the brand. Three questions cut through most pitches:
